I guess it's all in how you classify a terrorist attack. It looks like this article was was written with a little propaganda in mind.
To me, it looks like the majority of these inistances involve "Domestic Terrorism". Meaning our own groups of citizens banding together and causing a ruckas. Non-citizens seem to have had a hand in some attacks, but most appear to be terrorist actions of Canadians against other Canadians (conflicts between different ethnic communities)
And correct me if I'm wrong, but the air India bombing... while the explosion occured off of Canada's coast, wasn't this mostly an american target? Mostly american passangers, bomb borded the plan in the states...etc?

The US is at least trying to do the right thing. The Russians are just trying to make a buck.
