Well, the way I read it he clearly states: Basically what you have is the same as trying to get the HPTA going during a cycle with HCG, it's not going to happen. Body is signaling itself that there is enough testosterone already, no need to make more.

To me that says that using during cycle will not do much either because you body knows it has testosterone because of the injections. Johnny B is one of the smartest guys out there IMO. I've had several conversations with him over the years and he does his research. Maybe I'm reading him wrong, but it appears to me that it deffinately has no place in pct and little effect during cycle. But then, I'm far from an expert and easily confused.

Yes and no. It really doesn't do much while ON, but it does. Some people get the "burnt" out feel when ON heavy doses or on along time, this helps combat that. Also it makes PCT easier as your body is already producing sperm when it is time for PCT. Now you have one less thing to recover during PCT therefore should be an easier PCT vs no sperm being produced.
