The digital dollar currency would operate alongside the paper dollar and it would be issued by the US Federal reserve which also issues the paper money. A digital dollar would not be a decentralised blockchain-based token, but rather a centralised unit at the Federal Reserve and therefore different from Bitcoin.
This is part of taking away "real" This way the gov can KNOW more about you and control taxing and such. Digital $ COULD easily be the same nation to nation. Right now a guy in say Iran, 1 USD is worth about $42,000 Rial (dollars).
What the powers that be want is to provide national equity by making all nations use the same $$$ thereby reducing the value of "rich" countries currency, and allowing poor countries a "level" playing field. This would cripple the USA and other western Euro countries while making "marginalized" countries rich so there is global equity.
