I think the chest fat is referred to as pseudo-gyno. Not real sure on all the lingo though.
Okay, so just because you have too much body fat on the chest then that is not a need for surgery right? Surgery is usually only for full gyno that has the breast tissue or whatever?

Correct.
Though sometimes people will actually do Liposuction on that area because it just wont go away regardless.
I have a good friend who has this from years of being overweight.
Of course it's hard to tell too because he's got extra skin there now.
He got down to 6% and it was still pretty bad.
