personally for IM i go real slow. Slow pin in, slow injecting too. pull out fast. while injecting, depends on how much you are injecting and to which muscle group. the more CCs you are shootin, the slower you go. arms, calves - go slow. glutes and quads you can a bit faster.

moderately slow is good though. you should be able to kinda feel it.
