TweetI'd guess there are all sorts of reasons. A lot of POS's probably go in looking to scam. Some scam right off the bat, others realize that they can make more money by coming through till they are ready to get out, and then scamming as many people as possible. That'd be greed, and thinking that they won't get caught.
Then there are probably others that look to be legit from the get go, but end up getting into trouble (probably financially) and end up selectively scamming or whatever to try and get out of trouble. Basically steal from others to make up for their mistakes.
But mostly, I think it's encouraged by people not thinking there are repercussions.
