There's a couple of reasons. Sometimes at that moment, they need to make room under their salary cap to bring in or resign a player. In Bookers case, I think it had to do with signing Culpepper.
Another reason is, the player wants to much money at renegotiations. The Eagles wanted to make Jeremiah Trotter our franchise player in 2001 or 2002. Trotter left and signed with the skins for $11 million. 2 years later, we brought him back for the league minimum.
Mostly, it's to make room under the cap though.

Darnit. I meant, "In Bookers case, I think it was to sign Grossman"

Yep. I'm sorry Fuzo, but Chicago's window has closed. They had too much success too soon when they overachieved a little in getting to the SB. Now all those FAs want to get paid. There's not enough money to keep them all, and not enough talent left to remain a contender. They need to make a move for a young QB now, and let him learn.

Now that they got rid of Mushin and Berrian, they made several million dollars room under the cap. Plus, they resigned Grossman to a 1 year deal at a discounted rate. They're in good shape to make some decent additions this year. But it's the Bears. They won't.
I'm waiting for the news that they traded Urlacher for someone like Marvin "Snoop" Minnis.

You keep telling yourself that. You and I both know, whether it's weightlifting or football, once you've had a "Minor surgery" done, you're never the same. Once Chicago gets the big $$ QB and WR, they will have to let him go to make room under the cap. The Pats did it this year with Stallworth and Samuel, so they could sign Moss. In the next year or 2, you'll see Urlacher on the free agency market.
