a lot of those type places have loop systems and use non potable water for cooling along with hugh cooling towers. now j haven't seen this place but I would think considering how I see large projects being done water and elect. would of been built with conservative measures in place all the way down to the no flush toilets and lcd lighting.
wait.. this is govt I forgot , they would spend 50 bucks on a 2 dollar toilet seat and 500 bucks debating the procedure on installation. yes I have seen it done. and one fat ass sits on it breaks the little nylon bolt then the process begins again. money well spent thanks govt
