it is a Pacu. they are commonly kept in aquariums. the testicle biting part came from an episode of "river monsters" where 1 pacu mistook a man's bean bag for a piece of fruit . now of course the media will drum it up. they are indigenous to south America but because they are popular with aquarium owners and they quickly outgrow all but the biggest, folk let them go. they will die come winter.
they have been found in small # in south Texas lakes.
