my area of speciality is international politics tho...
as for reducing the traffic jams... not sure... u could build more roads... above and under ground... improve the transit system (busses, subways etc)... induce driving fees on certain spots where it gets congested most of the time (that's what they are planing of doing downtown toronto)... assign more cops to regulate the trafic... lower fare costs... make more bike lanes on the roads... syncronize ALL the lights in the city... etc etc...Comment

i think they can actually do that now... the only prob they have is puting all the molecules back together so it looks like a person...
