Illinois prisons are preparing to introduce a more restrictive early-release program to replace one that was halted three years ago amid public outcry over inmates serving just fractions of their sentences.

Even with early release the prisoners still have to be housed and fed during this time. They should just make it a fine say 100$ on a small controlled substance charge and as the amount goes up the fine goes up. You go set up payments and pay your fines. You will be on probation until you pay your fines then you are free and clear. Every time a dealer goes in another one replaces him. Keep the same one selling and paying fines. Or I could be wrong. them dudes give a portion of their check for early release. well that is a state i haven't been too but i'm assuming they put the squeeze on those guys too but anyway your probably right though hh. i'm sure bc of the politics involved they probably double dip. take money from the cons but still get tax money for half way houses, food, etc. big money in the prison systems. that's why so many regional jails etc are privately owned.... MONEY. that's just my 2 cents

Some of these prisoners were collecting over 2 million dollars in unemploymenet checks!
