the city i work for has cut our merit raises this year due to a reduced tax base i found this out a month or so ago. thats what they say anyway. I was reading the local newspaper today and low and behold it said that the city i live in has thrived during the recession and the tax base is actually up. I went for a meeting in the city managers office last week and he and his secretary had all new office funiture expensive stuff. I commented "thats where our raises went" as a joke and my boss told me all of the upper management got new furniture. they also built private mens and womens bathroom for upper management and a break room that we pee-ons are not allowed to use. I am straight pissed, these A holes screwed us so they could work in MORE comfort and distance themselves from the working folk. I will bet they got their raises. Bastards! all of em

Take solace in that you are not the only one.
Coroporate America will do whatever to stay in business, to do that have to make a profit, which is actually good.
Costs are out of control, health care, insurance, retirement benefits, workers comp.
Until costs are fully contained with these items, which they eventually will, yet it will take a long while, costs will be driven down through compensation, ie, no raises, no 401k matches, paying more of health insurance etc.
My best guess is that this trend of containing and bringing down compensation could last 3-5 years, and we are just in year one.
Not a doom and gloomer type at all, just simple business stuff, been through it myself before, simple case of supply and demand, when labor supply is high prices will go down.
For twenty years we had a booming growing economy due to demographics, international trade, and technology.
It's time to digest and maintain those gains.
In essence the whole economy will be on clomid for awhile.
Do your best and take care of yourself and your family.
Good Luck
