There are many corrupt reasons the Mayor is probably doing this. One is that a lobbyist was probably hired by the vendor who will make the cards. That would be a lot of money at $10 to $20 per card and up to 4 million or so immigrants. That's a potential $40 to $80 million dollars for the vendor. Another reason is that the banks probably have a lobbyist who wants the immigrants to set up bank accounts with their client's bank(s), which will also draw a lot of revenue. And the final reason I can think of is that this may help them to be able to vote. No lobbyist needed for that, just an extra 4 million votes for the Democrats.
