All the way through its construction, and even in the final minutes before the officiallaunch, the world was expecting the unveiling of the Burj Dubai tower. But the city thenannounced debts totalling billions of dollars and turned to its neighbor, Abu Dhabi, forfinancial support. That saw it renamed Burj Khalifa after the capital’s ruler andUAE president, Sheikh Khalifa bin Zayed Al Nahyan.
