The tax credit is a true credit meaning you dont need a tax liability to receive it. When you settle on the home you can amend your 2008 return with the form 1040x and you should get your money within 2 weeks. You can only amend your 08 return until october 15th if you settle after that you will need to wait until February to file your 09 return. I dont understand what you mean a site to find home values, but if you mean look for houses then you cant beat realtor.com
Go to Zillow.com to get a pretty good idea of what a home is worth. Zillow is about 90% accurate. I know of Mortgage lenders who use to come up with a fair value.
