here is the site the fed's are using to find the mpg's for the trade in as well as the mpg's for the unit being baught. depending on fuel savings, the klunker will get either $3500 or $4500. trade has to be regestered and insured for a year in the persons name who is titling the new car. trade in cannot be over 25yrs old. purchased NEW car being purchased must get 4mpg better than trade.
take a look and it'll be clear to you that this is mostly intended to get trucks off the road for cars.
to get 4500 you have to get 10mpg better than your trade. a 94 suburban gets 12mpg. there's no truck (2009-2010) that AVERAGE (city/highway) 22mpgs....so, for 4500, you gots to buy a car.
there have been alot of issues with the ratings the gov has put on alot of these cars....
