Is your computer set to hibernate after a certain period of time? If so, this is why it takes it a few seconds to respond, It is starting the programs and accessories back up.
Push it, Pull it, Rack it. Repeat untill wide!!

Take nothing I say as serious, What do I know, I sell water!!

Go to control panel, click on personalize icon. This should take you to your screen options. I use Vista but use the classic view. I hope its the same for you. LMK if you need any help.

Some wireless mice will also turn off automatically after a certain amount of inactivity - usually 5 minutes, my wife's comp had a wireless mouse that did that. You just have to click one of the buttons to wake it up.

Power Options, not sure how to access it in Vista, in XP it's under Performance and Maintenance in the Control Panel.
