For the most part, the Stimulus Package has been described as a means to stimulate the economy through infrastructure renovations / development (ie. bridges and roads).
Unfortunately, a very small percentage (3%) of the ~$800 billion package is allocated for such a purpose. Much of the money will be used for programs that otherwise would have a difficult time getting funded under stable economic times: money to increase the government payroll by 600,00 and new cars for many gov't officials.
