How is Obama going to Increase Spending (Health, Education, etc.) AND simultaneously Cut Taxes for 95% of Americans?

I can't help but think of this over and over, and wonder why this Issue is not being discussed more....
How is Obama & the Democrats going to Increase Spending (Health, Education, etc.) AND simultaneously Cut Taxes for 95% of Americans?
He is NOT -- that is impossible to achieve. I think that this is a huge Talking Point in view of the reality of what we are experiencing with this $700 Billion Bailout.
How is BO going to INCREASE SPENDING for those things that he has promised like: Universal Health Care, college education grants, and other social programs AND SIMULTANEOUSLY CUT TAXES for 95% of Americans? It is IMPOSSIBLE. I think it is a LIE. And, he persists and insists on spreading this lie even though the BO surrogates ( have admitted, repeatedly, for over a week now -- THAT THOSE PROMISES ARE NOW OFF THE TABLE!
What is he proposing now, and how is going to achieve it? He is automatically, mysteriously, and magically going to give Americans FREE Universal Health care and other programs? No, that is NOT going to happen. And, I believe that should be part of our talking points for all Undecideds who are leaning-BO because of such promises.\
