    I wana know how to build the lower part of my chest.... shown in the picture .... what are some good exercisez?

      What about the cable exercise where you put the handles on the bottom, then bring them in and up, in front of your chest? Do you know which one I'm talking about? I just did the motion (w/ no weight, just sitting here), and it seems like it would hit that area. I'm sure there are more qualified people to answer this, but that's my guess.

      Also, what about decline dumbells or bench?

                  Make declines or flyes your first exercise when doing chest. Hammer Strength decline presses work well for me.

                    Without knowing what you look like, I will go out on a limb and say diet and genetics are going to determine if you can achieve that same look.

                    Or implants.
