IMHO. he was not insane when he attempted to shoot the president.
Insanity was his plea,advised by his lawyer, to avoid the death penality or life in prison.
In the 80's and later, you could plead insanity and go to a hospital for treatment,suddenly be cured and be released and deemed fit for society.
A few years ago, the law was changed on the insanity plea. If you plead insanity and were tested and found to be mentally incompentent, you were listed as insane for life and commited to a mental hospital for life.
He is trying to play the, "I've been treated and now I'm OK for society."
You know if he does get out, there will be a special attachment of Secret Service personal on him.
