Or, he could just have a hard time in front of people. I've known people who are absolutely geniouses but in a group of people or in front of a group of people, they just crumble. It's very very common. Most of the more intelligent people are introverts and have trouble with public things. That's always been. You go to a MENSA meeting and garb anyone in there and putthem in front of people and tell them to read off a teleprompt in front of millions and millions of viewers and see what happens. They would fumble and bumble their words like crazy. Now, I'm not saying Bush is in MENSA, but you only need like a 135 IQ to get in, maybe 140, so if he's that good at physics, hell, if he graduated from Yale he probably scores high enough to get into MENSA. JMO.
