i doubt its hackers. hackers dont need to collect numbers, they just dial every number in an exchange. ever heard of wardialing? There are tools are there were you set the exchange and area code 212-231-xxxx, the tool then dials every number on that exchange 212-231-0001, 0002, 0003. It then records what happens when you call

0001 - fax
0002 - answer machine
0003 - person
0004 - modem

This is how old school hackers used to hack into computers. All they'd be looking for are modem tones to connect to and crack.
