The equation is this

You will always have an answer of 9^x (x=1-9, whereas x is the first digit of your number - 1 [37 would be 3-1=2 for x]) Thats the only possible answer you can ever get.

9, 18, 27, 36, 45, 54, 63, 72, 81

So its simple, make the "majic symbol" always equal to one of the above numbers and it is always correct.

Ex

11-1-1=9
15-1-5=9
27-2-7=18
33-3-3=27
37-3-7=27
69-6-9=54
75-7-5=63
87-8-7=72
93-9-3=81
99-9-9=81

Loco was on track with picking the numbers in common, but it is impossilbe to get the extra numbers he had as answers.
