The Underlying tribal looks good, i dont thing the celtic works with it. The Tribal has long sharp points, the celtic stuff just looks like a mess. Seperate the two and they would both kick ass!

I dig the second one, but the underlying tribal of the first is nice. I'd actually have the tattoo artists combineboth in a drawing , using the second one as the middle and the underlying tribal stuff of the first one behind- then you know you at least have a good chance of having something somewhat original. For colors I'd go black and green for sure, definately some black for tribal work, green always seems to look good (good classic tat color) followed by orange, then red imo. I have 2 tribal style (I drew myself) sleeves on my forearms both just black work -one of the reasons I havent posted pics here yet
