There's 2 different things.

Rep points and Rep power... don't get them confused with each other.
There was a good post a while back explaining this..

Basically rep points is just that..whereas rep power means how many points you give when you give/take rep from another member.

I think rep power is based on rep points, number of posts, and a couple other things.
