I had been wanting to know just WTF this was.

In essence, if you see a post that you agree/disagree with click the scale icon / Libra sign on the right top side of someone's post and click whether you agree or disagree.
In short it's a way to give a nod to someone who was helpful/knowledgeable or just made your day.

Hope this helps someone else out too.
