How To Resize A Picture????

I need help resizing this picture I just scrapped up. I wanna post one up so everybody can have a face to the name. Not that it matters, but its always a good thing, so if anybody has a clue on how to do it, lemme know. I think the pic is 331KB and the limit is 205KB I believe. Thanks for the help.

Most people use something like Adobe Photoshop. Open it in Photoshop and then select Image > Image Size. If you don't have Photoshop, you can do it in Windows Paint. Open Paint and use Image > Stretch/Skew. PM me if you need help.
