Now, what guage&syringe should he use.. is this one ok :

Terumo 23 G X 1" Syringe with Needle, 3CC. Latex free.

Sounds good. I personally use a 25g 1" for quads and 25g 1 1/2" for glutes. 5/8" - 1" for anything else. A little smaller needle that causes less scar tissue overall.

23g 1" is fine though for twice a week injections. If he is lean like you say it should be fine for his glutes too.
