little lumps under skin when cutting?

ok... this happened last year when i cut and now this year again..
Once and a while a little lump will pop up under the skin, always around the shoulder and upper bicept area. they are there for a few seconds to a minute then dissappear.
They are not veins. They are little white lumps that dont hurt or anything,seems like there little chunks of fat that break up, then melt away?
look like a bad misquito bite without the itch or redness.
What the fuck is it?!!!!
this must happen to someone else. im only taking multi,whey,tons of water. gettin cut fairly quick.
