I believe money stands inbetween the NCAA's current testing and that of the IOC's. I doubt we see it happen in the near future.
Also, NCAA isn't so fucked up about it like the IOC. The board members on the IOC have something stuck up their ass. They think if they catch somebody doing drugs it will make them look good. (which would justify the 100's of thousands of dollars in perks that they recieved each year)

Nolvadex half life is 5-14 days (see below, not sure which number is more accurate).
Not sure how long they can be detected based on this, someone else may be able to figure it out...
