He is doing it for the image of BB and himself he wants alot of things include to run for governor of California and other things! He is very political and his BB career is over so dont be surprised I met the guy and he was pretty nice!
No doubt if he ever ran for office the press would bring up his past AS use. However I don't think it would affect him negativley, he has already openly admitted to it, and now if he is trying to intitute AS testing in BB he would use that as a platform to voice his alleged negative views toward AS use.

and like others have said it has to do with his image. running for govenor, promoting the sport etc. maybe he thinks the sports drug use has gotten out of hand.
