A few weeks ago I was at the UPS store. A guy dropped off a package that was marked "fragile." When he left the lady opened it. She was training a new person so she was explaining why she was opening the package. She said that they, meaning the person who logs the package in, were responsible if it broke. So she was making sure it was packed right.

Here is a copied and paste from meso from a well respected vet. Please
listen and take action
Stop sending packs express USPS. I dont come here and post for no
reason. There have been way too many domestic controlled deliveries
and it's not slowing down. Addies have been flagged and I believe the
worst is yet to come. USPS express packs are logged on file for years.
Priority only logs a DC# and zipcodes, no names or full addies. If people
can't plan ahead for everyones saftey and wait an extra day or two for a
pack, then they are fools!!!
Just to add to this:
FedEx, UPS and other private companies can open your pack without
needing a search warrant to do so and have been known to do so and
then may notify LE since they are not government owned they can open
any pack that looks suspicious... Even though using USPS for shipping is
a federal offense and a felony it is still a better option as long as the time
is taken to make sure everything is packed safe...
