Are ICN really overfilled?

I took that pic from the angle, so you can see, there's no oil in top part of Sustanon ampule (one on a right)

ICN is on a left, and Sustanon is 1ml.

ICN's come out to be about 1.2cc's. I had 100 of them and they all were overfilled. Plus some niles are underfilled , had the same amount of them .

Every icn ive taken has been overfilled almost 1.25cc's!
