Terrorists dont use evocash, the way the money get transfer is easilly trackable and spotted, so I call BS on this.

1- Use a carrier, get a bag pass it accross.
2- Charity funds: ex the Islamic movement for Jihad or the Northern Ireland's Aid Committee or the save the frog fund.
3- Western Union if they dont have the choice.
4- Bank transfer, from non aligned countries.
