I don't know how much clomid powder you got, but if you want a 50mg/ml solution then you can make from 1 gram a 20ml solution (1000mg/20=50mg per ml)

doesn't matter if you use oil or water, just make sure that if you make a 20ml solution, that the water include the powder is 20 ml, so don't put 20 ml water in the gram powder, because then your solution will be more then 20ml, and then it's not 50mg/ml but less then 50mg/ml.
and make sure you heat the oil or water up, before you mix it with the powder, this way it will dissolve easyily.
then you've got your own liqiud clomid.
