Mine are very close, yours are probably 20 if you taped them across the peak, I finally hit 20 a few weeks back myself but man would I kill for your peaks. I have been training specifically for peaks the last 8mos and still have lots of improvement to make. Long ass bicep muscles take forever to fill out but when they finally do they are going to be huge.
That being said back when I was in school the lunch lady had to have 34" gunz, those *****es were INCREDIBLE. Huge difference between a fat ass 24" arm and a ripped 19-20" arm so lets keep that in mind here.
DG your arms look great BTW, I am going to post up some pics soon myself.

it was a piece of tape to hold on not easy clicking mouse w/webcam and flexing w/duct tape to keep measuring tape in place lol try it.
Being 6'1 they dont look like a bro 5'9 with same size.
the 5'9" guy would look much bigger as body is smaller size is same 20".
I am no where lean as I was at 9%.
I weigh 10lbs more now but got a bit fat around stomach probley 12 to 13% b/f now.
