    What does it mean to "aspirate"?

    It means to pull back on the plunger once the needle is in, to make sure you aren't in a vein. If you pull back or aspirate and you see blood, then start over.....

      just to add to what LM said: If you see bubbles instead of blood then you are OK to shoot.
