well if you do cardio first thing BEFORE your first meal, your body has no carbohydrates to burn due to not eating all night, so it goes straight to burning fat.
On the other hand, IF you have a meal before you do cardio, you have to burn through the carbs first (which i've read takes a substantial amount of time)... thats why a lot of people choose to do cardio in the morning
Always eat a good preworkout meal before weight training though consisting usually of complex carbs
