weak gluts and hips

TweetI have been going to physical therapy for back pain. She says I have very weak gluts and hips. I believe her but can not see how that is possible. As a child I played the child games. In college I played rugby and football as well as the swim team, after college I did commercial and industrial construction where I was up and down 16' ladders all day long.
Would the muscle weakness shown up before now? Whaqt as the possible results of weak gluts and hips?

Even something like how you walk can cause the glutes to not enage properly
