Tom Price, R-Ga., proclaimed it a “great day” after a federal district judge in northern Florida ruled that the individual mandate in the Affordable Care and Patient Protection Act, which requires individuals to purchase healthcare insurance, expands federal powers beyond its constitutional limitations.
