Make the grower purchase a license each year to generate funds. take the licensing process, and force inspections of the "greenhouses" used for commercially distributed pot, to make sure the used chemicals are being disposed of properly (fee for inspection), and to make sure there is no black mold because of the increased humidity and temps. (inspection=revenue). Then any commercially distributed pot would be subject to taxation when sold to the distributor and to the end user. Pretty much, if only growing for personal use, then there should be no tax in my opinion, like growing corn. But if commercially distributed, should be taxed ridiculously
