      WASHINGTON (Reuters) - In what could be the biggest change in U.S. immigration law in nearly two decades, the Bush administration is drawing up plans to help more immigrants find work legally in the United States, officials and congressional aides said on Wednesday.




      President Bush (news - web sites) is expected to outline the new program next month, most likely before traveling to Monterrey, Mexico, on Jan. 12 for talks with Mexican President Vicente Fox (news - web sites) and other Latin American leaders at a summit of the Organization of American States.


      "The president has said that we need to have an immigration policy that helps match any willing employer with any willing employee," a White House official said. "The administration is studying the issue and will make recommendations to Congress in due course."




      Administration officials declined to offer many details about the program under consideration.


      It is expected to include elements from immigration reform legislation proposed by U.S. Sen. John McCain (news, bio, voting record) and Reps. **** Flake and Jim Kolbe, all Arizona Republicans.


      That bill would create a new type of temporary work visa and an electronic job registry that would allow U.S. employers to post jobs for Americans as well as foreign workers.


      Under the legislation, new visa holders would have the same rights, wages, working conditions and protections as American workers. Visa holders could apply for lawful permanent resident status after three years in the United States.

      Catch-22 here in CA with Arnie in office and the huge immigrant workforce we have, without it, the state would definitely shut down...

      BUSH ECONOMICS

      I had dinner with the founder of the beer ipswich ale a week ago. Anyway hes loaded and he was criticizing Bush. He says "have you seen your tax cuts yet? my rich friends have 25,000$ tax cuts. And the foreign policy I could go on for hours.

      Boy how we forget..... I guess you already spent your check Bush sent last year and don't remember where it came from? I know he's the only president that physicallyl put money in my pocket?

      Oh and to those that will say "that was poorly spent money, he should have spent that money on education, homeless, jobs, etc." Did you send your check back or send it to those places you think it would have been better spent?

      OK my 300$ tax cut to there 25K tax cut thats real fair, and I'll take a president that gets head in the oval office because he left the country pretty damn well off.

      Try to put it into perspective. Do you think you payed as much taxes him. The refund was a percentage of what you payed in.

      Secondly. The recession started in the last year of his presidency.

      Third. Do we as a nation only measure our wellbeing in terms of economics.

      Its not the fact that I have a problem with percentage the fact is the top 1% don't need tax cuts. The top 1%'s networth statistically increases far more than the average person because of passive incrome. Therefore they are not in need of a tax cut. I never said eliminate tax cuts for everyone else

      I hate when people make comparisons like that.

      Do the math. It's all percentage based.

      Let's use easy examples.....let's say you have a 10% tax break. If you paid 3,000 in taxes, you'd get back $300. If you paid 30,000 in taxes, you'd get back 3,000........understand? So even though it appears you are getting much less back...which seems unfair, it's generally the same percentage.

      The rich pay much more taxes than the poor do. But the poor seem to think that there should be some sort of "wealthy mans" tax burden..... Oh yeah, even though the wealty pay the largest majority of taxes, lets penalize them for being wealthy......

      Ok, I just saw the others talking about the percentage.

      So if thats the case, why doesn't a single guy making 50K with no dependents get a tax cut. That's wright, I get the screw job, while the millionaire gets a tax cut. And what the hell does having children have to do with it? It's not all about percentages. It's about paybacks and buying votes.
