I'm surprised the american people arn't more upset... The Iraqi people still hate the US, no WMD were found, american soldiers are still dying, and now Bush wants 87 Billion more. But I guess just "giving up" isn't really a good option either. I don't know what the heck you do in this situation.
I think the big mistake America made when going into this war was to assume that the Iraqi people are the same as North American's. Obviously they are a different people/culture...and it doesn't appear as tho they want to change.

By "rebuild", they mean the social and political system as well as some of the infrastructure. Roads, buildings, etc would still be up to the citizens.
