Let's say I am dieting and trying to avoid carbs. If I slip up and cheat and have a meal with some carbs in it for dinner (say 7:00), when is the best time to burn off those carbs? Is it best to still do my cardio first thing in the morning before breakfast like I normally do to burn off the fat or should I do some cardio right after that cheat meal I had eaten?

try to avoid any carbs in the evening. When i'm dieting and I consume carbs, I will only have fair amounts on work out days and nothing major after 2pm.

To burn off those carbs that u took in at 7pm u might want to do an activity such as a sport or some type of cardio b4 u go to bed.
