i hate articles like this. they are putting the cart before the horse. supply and demand (and local zoning ordinances) effects where fast food joints are.
This article is making a problem where there was none.
Low income people tend to be more ignorant (i did not say stupid, there is a world of difference) therefore they tend to be uneducated on good food choices AND may tend to gravitate towards quantity over quality.
