yah, i have to describe the problem, and put up some statistics and shit, explain the causes for it...and come up with my own solution...the area Im doing the the metro area of mpls/st paul

easy, if you have new Mun reps then they would do a better job, so if they do a better job then they would attack the problem of traffic, so the traffic would be in theory reduced.
