They may be able to get him for trying to buy steroids, and in my opinion that would only work in a sting type situation: drugs/prostitution, and they would already have arrested him.
What he has in his possession it totally legal, and not subject to any law. Its like if I carry my baking powder in kilos that look like coke, or my oregano in dime bags. Its legal.
And in Canada you could even possess real gear just not buy/sell gear: “Yes I found my gear on the street officer”
