Already happening. Here is the link for executive order 12425 that Obama signed into law last year providing exemptions for the International Criminal Police Organization (INTERPOL). This bill provides them many exemptions from laws our own FBI and CIA have to abide by. For instance, INTERPOL is not subject to the Patriot Act. And guess what, they have an office in Washington D.C. and can operate freely in the US without abiding by all the laws our own law enforcement is subject to.
