States that decided to build and run their health exchange sites are going smoothly and well. The states that gave up that control ( knowing states are more nimble and more efficient than the bloated federal government), are doing horribly. Unfortunately, it's the IT company that is best at navigating government contracts who wins the bid, not the best IT company.
